  • 1-1/2 cups water
  • 1-1/2 cups uncooked instant brown rice
  • 1 tablespoon olive oil
  • 1 medium green pepper, diced
  • 1/2 cup chopped onion
  • 1 teaspoon minced garlic
  • 1 tablespoon chili powder
  • 1 teaspoon ground cumin
  • 1/8 teaspoon crushed red pepper flakes
  • 1 can (15 ounces) black beans, rinsed and drained
  • 10 flour tortillas (8 inches), warmed
  • 1 cup salsa
  • Optional: Avocado slices or guacamole, lime wedges, vegan sour cream, additional salsa
